Algorithm of actions for HEIs that wish to participate in CBHE

There is no straightforward and universal algorithm of actions. However, the following algorithm can help you better structure your preparation for the process.

1. Idea/concept of a CBHE project proposal & consortium

It is highly recommended to start the preparation for any call under the Erasmus+ programme with researching the Erasmus+ Programme Guide that gives thorough information about the objectives and priorities of all actions. The Programme Guide is available in the “Helpful materials on CBHE” section and in “Useful resources” section of our website. 

Any CBHE project starts with an idea/concept which will later build the topic of the project proposal and consortium. Before building the topic, please read the following materials:

  • Erasmus+ Programme Guide This guide presents thorough information on the aims, objectives, priorities, expected results, differences between Strands, requirements for a consortium set-up of CBHE projects. 

  • Database of CBHE projects with Kazakhstani HEIs. This file gives you the list of all past and current CBHE projects with the participation of Kazakhstani HEIs. 

  • E+ Projects results platform where you can see all Erasmus+ projects selected for funding. 

  • Watch the recordings of infosessions held by the NEO KZ on this action. Links are available in “Helpful materials on CBHE” section. 

CBHE projects are focused on the needs of third countries not associated to the Programme. Therefore, the idea and topic of the project proposal should be based on the needs of the HEI and higher education system of the country as a whole. Meanwhile, if the university is applying for CBHE under the Strands 1 or 2, the regional priorities for Central Asia should be taken into account. Thus, the project proposal should thematically fall under one of the three priorities: Green deal, Digital transformation, Sustainable growth and jobs. In case of project proposals under Strand 3, it is mandatory to correspond to the Global Gateway priorities specified for the country.

Furthermore, discuss the idea/concept with your colleagues and university leadership. Once the topic is identified, it is time to think about the consortium.


Requirements for CBHE consortium set-up:

EU Member States, third countries associated to the Programme

  • At least 2 countries

  • At least 1 HEI from each country

Third countries not associated to the Programme

  • At least 1 country

  • At least 2 HEIs from each country

  • For Strand 3, the participation of the Ministry of Higher Education from each third country not associated to the Programme is mandatory 

Number of HEIs from EU Member States and third countries associated to the Programme should not exceed the number of HEIs from third countries not associated to the Programme.


2. Negotiations with partners on a CBHE project proposal 

Roles and tasks of each partner should be discussed during these negotiations. Please be reminded, that Kazakhstani HEIs can take part in CBHE projects in the capacity of a partner and a coordinator as well. During the meetings with partners, you should also discuss distribution of work packages and timeline of the project proposal preparation.


3. Preparation of a CBHE project proposal

Preparation of the project proposal is the responsibility of the entire consortium. As a rule, the coordinating university collects information from all partners and consolidates it in the proposal. In order to start preparing the project proposal, we recommend you to have a look at last year’s application form. However, you should fill out the application form posted on the FTP after the call is announced. Sample application forms from previous calls are available in the “Helpful materials on CBHE” section. 


4. Submission of a CBHE project proposal

Before the call is announced we invite you:

  • to take part in online infosessions held by the EACEA during which you will receive the latest updates about the call and helpful tips on preparing a competitive project proposal.

  • to research the latest Erasmus+ Programme Guide, which is updated annually after the call is announced.

After the call is announced please read the call documents, application form, budget table and attend the NEO KZ information and training sessions. 

The project proposal is submitted by the Coordinating university on FTOP. It is highly recommended to complete the submission process well ahead of the deadline. 


5. CBHE selection results

As a rule, the selection results are out in late July or early August every year. Coordinating university and all members of the consortium will receive a notification on FTOP. The NEO KZ will also post the selection results on its website and social media channels.


6. Signing of the declaration & grant agreement & Start of CBHE project 

In case the project is selected for funding, all members of the consortium are expected to sign necessary documents on FTP. Please contact NEO KZ in case of facing difficulties in signing the documents. After all due documents are signed, the project starts.
